Dame Dash and Kareem "Biggs" Burke just released a shelved Jay-Z tribute record on their social network BlockSavvy.com. It's called Beyond a Reasonable Doubt and features classic Jay-Z tracks redone by Juelz Santana (You Must Love Me), Young Gunz (Face Off), Rell (All I Need), Kanye West, Nicole Wray (Regrets), Denim (Renegade), Freeway (Politics As Usual), Memphis Bleek, Oshino & Sparks (Streets Is Talking), Jim Jones, Cam'ron (Show You How), Beanie Sigel (Where I'm From). All but the last three can be streamed on BlockSavvy, but all cuts aside from Juelz, Freeway, Memph, Kanye and O&S are rather ehhh. They're not streaming the Jim and Cam'ron tracks, unsurprisingly, but the fact that they exist means that Jay won.
It was never released because Jay-Z didn't like it, though Dame says: "You know what it was, he said the best record was Jimmy's, so he didn't want to put it out." Ha!
